wait Cookbook

This Cookbook is a provider cookbook only, it is designed to provied a
resource to make chef wait until something is true before finishing the chef
run.

In a recipe/cookbook that uses this resouce add this line to the metadata file:
depends 'wait'

Contributing

2. Create a named feature branch (like add_component_x)
3. Write you change
4. Write tests for your change (if applicable)
5. Run the tests, ensuring they all pass
6. Submit a Pull Request using Github
